it is clear from the following hadith that the above hadith is referring to dead people:

Sunan Ibn Maja, Vol 1, Hadith 1446:

“Laqqinu MAUTAkum La Elaha Illa Allah....; Kaifa lil Ahya, Qala Ajawad,Ajwad”

“Encourage your dead to recite La Elaha Illa Allah..., Sahaba asked: How is it to read for living people? Prophet SAW said: It is very good, very good”

It is clear from this hadith that the encouraging to read La Elaha Illa Allah is referring to dead people

To prove talqeen after death is wrong from this hadeeth because Prophet peace be upon him did not do this, neither it is proven from any of His Companion with the authentic chain, we should refrain from this practice. 1. This hadeeth is for the one who is nearer to the death.(Shaykh Ata ullah Sajid said in the commentary of above hadeeth in Sunan Ibn Majah)

2. Normally scholars understood from the talqeen is to recite "LA ILAHA ILL ALLAH" in front of the one who is dying so that he also recite after listening. Allamh Muhammad Fawad Abdul Baqiee said same in the commentary of Sahih Muslim (see Sahih Muslim Kitab al Janaiz Chapter Talqeen al Motaa LA ILA HA ILL ALLAH]...

These all Hadiths are Zaeef and Sahih Hadiths tell us to teach Kalima those who are close to die not after the death, infact no one can hear your Kalima after the death, Allah says in many places of Quran that Alive person and Deceased one can never be equal, further tells that you cannot teach deceased. So you are now munkar-e-Quran and munkar-e-Quran are kaafir...

Sahih Muslim, Abu Dawood, Nisai waali hadis ke narrator Abu Saeed Al-Khudri(RA) hain aur unse yeh saabit hai ke jab koi qareebul maut ho to usse Kalima ki talqeen karo. Allama Sindhi Hanafi likhte hain ke "Jab koi maut ke qareeb ho to usse hi Kalima ki talqeen karo, jab woh marr jaye to koi faida nahi" (Hashiya Al Sindhi Al Nasai 3/146, Awn al Mabood Kitab al Janaiz Chapter of Talqeen hadeeth no: 3117)
