I usually start off the outer regions with agri and some low cost res. When my city is about 15 000 i'll develop a transit system with commercial in the middle of the region. remember, transportation is key for large cities.

i have 2 small cityys at the moment...and the demand for all wealth residential is very low.....i have supplied jobs and education and it is still low

It's all about RCI....amybe you need to make a neighbouring city and put commercial and industry in that city to boost deman for res. Also, Medium and High wealt demand jobs with his I.Q and high wealt so make sure all facilities are fine!

Most of the income was from takes and the outcome came from schools, clinics and parks.

If there are no nieghboring citys, only connect to other cities via road/rail. Road is preferable.

Yes, you can do that. but, usuually, I (and most other Sim City 4 players) start a city from scratch as from what u saw in the video. i also do neighbouring cities (but, i don't start these until my firsat city gets a population around 35,000 sims). I will show this in future videos.
