nope, it's not slower than F12, i use a simple tweak ,

add noatime to /etc/fstab on root and home(if you have a separate partition ) to reduce boot time.

for example in / and /home in the 4th entry after default.

and yes, i use gnome, KDE sucks on every distro,

Looks like a good distro, I run Linuxmint on my laptop and wish I had a second box to run Fedora on.

Opensuse, fedora, or ubuntu. If I ever lose my crack... sorry... Microsoft Windows habit it'll be tough to choose. Sadly Win7 beckons me and I am almost powerless to resist.

I thought F12 was a major improvement over F11. I think F13 is at least in equivalence an improvement perhaps much more. Proof of how well open source works the kind of improvements you see in Fedora over 4-8 months surpass anything you've seen in MS Windows in a period of 8+ years.
