I don't know of any "average time," per say. It's more like how far behind the class leader(s) you are. Now, ST in my region is dominated by a certain Civic Si and an Impreza 2.5 RS (and a Focus or 2 form time to time). I'm usually 3+ seconds behind the RS, but today I was only 1.9 seconds behind. Noticeably close. :D
