You should look up the definition of quadriplegic. It basically means that a person doesn't have 100% use of four limbs. It doesn't mean that all four are totally paralyzed.

I know this, because I'm technically a "monoplegic" because I don't have 100% use of one leg, although it's laughable because I consider myself to have about 98% use of it, and nobody else can tell the difference other than a slight limp.
