In the unlikely event you believe it could, and not just posting for the heck of it, Treasure Co are no longer contracted to make it, Conspiracy Entertainment wouldn't find it commercially viable (the likely reason why it was cancelled anyway), they'd have to invest more money completing programming before then converting to another console, and there aren't enough fans of Tiny Toons vocal enough to persuade them otherwise. But keep dreaming buddy.

@Terramax Actually, I heard the reason why it was cancelled was because Conspiracy Entertainment hit a budget crisis at the time it was being finished, so they weren't able to release it. And they could get some other company to finish it, like with Duke Nukem Forever.

Duke Nukem had a cult following and was greatly anticipated and hyped for over a decade.

@Terramax Actually, this game was really anticipated at the time. Unfortunately, after it was cancelled, it started to fade into obscurity.

@Terramax And the reason why I am so mad that this game wasn't released is because Fifi is playable in it. The only other Tiny Toon Adventures game you can play as her in is ACME All-Stars. I would at least like a new Tiny Toon Adventures game with Fifi as a playable character.

You will need to burn it to a CD, and you will need a modded PS2 to play it. You could also use a swap disc tool. I don't know much about them, but google should help you there.
Or, you can try running it in a PS2 emulator on your computer.
