minigui is a gui like what you describe as windows scince all you see is the gui (graphical user interface) unless you go into dos often
all os's run on some kind of kernel (programming code base)
what you see is the gui not the os so GNU/Linux being free has hundreds of gui's that look nothing alike windows has one mac has one unless you know how to import linux gui's
because mac and linux are builot from the same unix core...
yes it is psp-slim running on 4.01 M33-2 custom firmware. I compile minigui with the psplinux toolchain from jacksons site. u can look at minigui wiki to get instruction on how to cross compile it.
