Just as the towns people become aware of the stranger in town he is gone and has taken the woman with him, too quickly for the town to react with anything but despair. Remember Dylan’s age when he wrote this and the other songs in the album. The man is the long black coat (a duster?) is probably the older Jack of Hearts. Also, Dylan did write a book about this one album and while he didn’t give up very much he did set a tone for all the songs in this effort. Anyway, that’s my take on it.

The old time preacher is ranting to a few people who will still listen and dance hall has been closed for a while now. All the life in the town is embodied in an aging beauty (who was wearing a simple cotton dress of course) who is coveted by the entire population.
@ThomasCovenent I figure that is too literal, at least for my tastes. I've always figured the Man in the Long Black Coat was a metaphor for Death. The dust on his shoes is a biblical reference.
As with many Dylan tracks - not issued at concert pitch; if you want to jam along folks, adjust speed to 0.975 to play in F#m or 1.05 to play in Gm - or retune your guitars of course!
Fair enough Terry - but playing in tune with this track requires the strings to be tightened to play slightly sharper than concert pitch.... I find it more convenient to adjust the speed so the track is heard as it was probably recorded originally.
When my daughter was about six, she wondered where her mother was gone one afternoon, (she had gone shopping with a friend) and i responded without thinking, she went with the man in the long black coat.
I didn't realize at the time that she was troubled by this and it was years later that she revealed that she was terrified because she thought she would never see her mother again. They were reunited after a couple of hours.
