And yes poverty is seen as the will of Allah, but one of the five pillars of Islam is Zakah where Muslims have to pay 2.5% of their income to support the poor it's kind of like Tax but their they actually use it on the poor instead of t wars. They actually have Welfare and free health care in richer countries such as Saudi Arabia, UAE.
