My guess is that all Vorta were given the disease that would force Odo to return to the link in case they ran into him.

if the dominion went straight 2 war they would have won, the Feds had time 2 prepare like upgrading DS9's weapon systems , making shields that were more effective against dominion weapons, and building more ships.
the doinion thought they were prepared 4 the Feds,but it was the Feds that was prepared 4 them.
I have, actually. I'm a big fan of Dennis Christopher. You should see him as the serial killer, Jack of All Trades. from "Profiler". You don't see him in his entirity until the third season.
Yes, I love his Jack of All Trades. It's creepy, charming, dangerous, and sexy. I recommend checking out the series 1 to 3 on Netflix as well, so you can get the full effect of his Jack.

And this was on the heels of the Persian Gulf War I where an effective coalition waged a short term battle to push Saddam out of Kuwait. NATO and Europe were unable to build an effective coalition for the Yugoslavian Civil Wars in a timely fashion. Both wars weighed heavily on the DS9-Dominion War story arc.

before first contact with the Dominion they already knew of the Dominion and knew it conquered many worlds in the Gamma Quadrant.
surely conquering entire planets involves a great deal of killing.
and of course they knew they destroyed the Bajoran colony and killed all the civilians there.

they were specifically designed to be effective against the Borg.
each burst would have a slightly different frequency, and it would be more difficult for the Borg to adapt to it.
the phaser rifles were also reconfigured to fire bursts instead of continious beams
