if you want to get the mask you need to grab the mask from the guy wearing that and be wearing it before the mission ends. or else the guy and the mask will dissapear and then you can't get them. basicly you have to be wearing the mask when the mission ends.

There is a side mission outside Coney, and in the mission you have to wreck this guy who is wearing that mask ^ because he stole it off a mascot (I think thats right) and mrgor24 just took the mask and you can keep it on until you go back inside Coney.
