Is it legal to work on the car during a red flag situation?? The reason I ask is the video of the shift-handle being changed out. I was under the impression that the crew was not allowed to touch the car during that time...

@TheMitsuzuki That happened before the race. If I had to guess shifter change happened before qualifying.
