My experience is you 'make a relationship' with the staff person, who is young and knows very little about nurse-midwives or health care, for that matter.
I visited my representative in DC and met with my acutal representative for only a few seconds - a photo opportunity mostly. But this was because of my 'relationship' with the staffer.
And I did get my Senator to call me personally, but this is only because I wrote a letter to the editor about her.
Well, you could write a letter to the editor about him/her and see what happens!! What are you trying to get to him/her about? I know one of my Senators has a coffee hour in DC that you just sign up for, once a week or month,...
