@Mauwable I'm not sure of the precise meaning since I don't pretend to know how to speak Japanese unlike certain fanfic writers, but yeah, my understanding from poking around a little is that it's something that you say to somebody you are meeting for the first time, as opposed to someone you have been classmates with for some time.
