(I just started playing this rather old game this week...)

With the power-up panel thing, normally i'll just start from either of the 2 bottom corners then work my way up to the top, opening each panel along the way, then continue on in sort of an "S" pattern. that way, on average, you'll get at least 3 items, and it saves you a bit of time not having to crawl around. works for me.

it doesnt do much, it make mario small, we already covered that, but it also gives mario the ability to jump higher and fit into the tiny places

See Dawni's post. It makes you small enough to fit into tiny pipes (i.e. 1-3 mini's can run through those pipes in the ground and there's a 1up (before the midway) and a hidden path past the midway point that only Mini-Mario can access)

When they are upside down, you can jump on them while they are moving to stop them. When they are upside down and stopped you can pick them up (Hold 1 and walk up to it) then let go and they will fly around. Walk into another creature to get rid of it killing them both if you don't want to have to avoid it after using it.
