Actually, TCM does this cool "TCM Underground" late night on Fridays, where in between great, rare cult films, they show cool, lost old PSAs and educational films like this. It's so great!
This is definitely not typical of the anti-drug films from the 70's. They're usually more Reefer Madness-y or positioning some "with it" cat engaging in some straight talk with real live teens. I will be putting up a good LSD film pretty soon that is more like the latter.

The composer is on the credits. Off the top of my head it's Henry Holt or Harry Holt. It's an amazing song.
