Selaam aleykum... If you're talking about the Arabic, it does look like that yes, but that is the problem with most computer programs with Arabic writing (a lot of books with printed Arabic come out the same way too). When there is a Shadda and a kesra together, those programs are not capable of putting the kesra on the bottom of the letter (ray in Sharri), so instead they put it on the bottom of the shadda.
You can see the difference between Shadda - Fatha @ 0:04 seconds (on the R in Rahman and Raheem) and Shadda - Kesra @ 0:19 seconds (over the R in Sharri).
PLEASE READ THIS NOTICE REGARDING THE ARABIC PORTION OF THE VIDEOS!
*** The program that I am using to make these videos presents SHADDA-KASRAH with the KASRAH on TOP of the letter (not on the bottom as you would expect) - the Kasrah does lie on the BOTTOM OF THE SHADDA - so if you see a SHADDA, and the line is on top, then it is SHADDA-FAT'HAH بَّ but if you see a SHADDA AND THE LINE IS ON THE BOTTOM OF THE SHADDA, THEN WHAT YOU ARE READING IS A SHADDA-KASRAH لِّ .
Alhamdulilah, May Allah swt Bless you multiples in this world and the next for sharing such a wonderful and very helpful video from which we can learn, I have been looking all over the internet too for something like this even just the transliteration to read but this is just PERFECT! Salam warahmatulah.
(: I love it. WIth the tajweed, translation annnnnd video. Great way of learning!! JazakAllah Khair and may Allah reward you of what you are doing. Ameen.
113:1 Say: "I seek refuge with (Allah) the Lord of the daybreak,
113:2 "From the evil of what He has created;
113:3 "And from the evil of the darkening (night) as it comes with its darkness; (or the moon as it sets or goes away).
113:4 "And from the evil of the witchcrafts when they blow in the knots,
113:5 "And from the evil of the envier when he envies."
