The policy remains at this point the absurd "Don't ask, don't tell." Troops are not supposed to be asked about orientation by their officers or fellow soldiers, and troops themselves are not supposed to mention their orientation. Unfortunately it doesn't really work, but it was a sop to some of the 'phobes in the higher tiers of the military -- perhaps those who themselves have been concealing their orientation for their entire career and don't want to risk change?

At one time the excuse, especially in sensitive areas like SIGINT, was that a gay trooper (or civilian employee) was more vulnerable to blackmail due to their sexuality. When lawyers argued that being "out" nullified that risk, the service branches came up with BS like "unit cohesion" despite the fact that units in some MOSs tend to be 30 - 40% gay/lesbian (and probably are a majority if one adds in bi/trans).
"Military Cohesion" or some **** like that. Of course it must be remembered they ARE in the Military, they just don't have job security unless they kill anyone who knows they're Gay (Anyone can just tell the Military a Soldier is Gay, and they get discharged.)
