Yea, the clutch release lever won't move. I'll have to try and clean it out-I haven't done that yet. The levers are aligned, but there's a clutch release button/toggle that is really mushy, and I think that's the problem. I don't know if you know a way that the release button wears or needs some special sort of movement. I've consulted the instruction manual, which itself refers to the plate on the machine, which is a sticker that is worn out! Not the smartest design strategy!
My experience is with TU-17s and 28s, which are pretty much the same. Not having dismantled a T-series machine, I can't give you any experiential advice. However, if all T-series machines are of similar design, the following link might be helpful if you decide to go inside the case: Google> Blue and white crew>Resources and Information>Miscellaneous> T-532
Note that this is a 532 exploded view and may not be exactly the same as yours.
I do not have a T516. Do you mean the clutch release lever? If something has fallen into the case, it could be jamming the clutch. Hard to say without looking inside. I've found all sorts of crud inside my 17s. Turn it upside down and give it a good shake while working the levers. If you hear something rattling around, see if you can work it free. Also, if you lost a snap ring from one of the pins, the pin could work partially free and cause a lever to torque to one side. Do your levers align?

@jewdicrous correction: the release lever moves, but only with much strength and jiggering. The power/reverse levers work fine.
