I'm in Minneapolis and I see people doing the same thoughtless thing here. They stop their vehicles right on the railroad tracks just because they don't see or hear a train coming.

A train is going to be moving along those tracks sooner or later. If there's a car in front of you and a car behind you, where are you going to go?

@AppleSouffle True, even though it's illegal to stop on the tracks, many drivers choose to do so either due to their own impatience or because they were "caught" by a changing signal. However, number two can be remedied by installing a signal before the railroad tracks (a pre-signal), which changes before the main traffic signal does.
