Most cops have to use the taser gun and pepper spray on themselves before they are permitted to carry them. Plus this isn't the whole clip...I don't like that she was tazed but she was refusing to merely step out of the car and was warned at least three or four times by the oficer.

They had her get out of the car because they were placing her under arrest for driving without a license (or maybe it was suspended, but in either case they were effecting a lawful arrest and were giving her a lawful order to get out of the vehicle). If you watch the full length versions (there is quite a few on youtube) that are like 6 minutes you'll pick up that useful bit.
