my problem is the wheels are covered in god knows what, dirt, tar, brake dust, grease, etc, that I cant get off no matter what i do, so this will take all the stuff off? its either this or I have to sandblast my rims by removing everything

This stuff will take it off. I always scrub no matter what I'm using. But it will get pretty much EVERYTHING off.

best test for that wheels would of been for u to spray it on and leave it for a min and blast it off...
