Hi Princess ..

it's actually spelled Chandalo or Chandlo.

Chandalo is derived from word 'Chand' (Moon in english). people started to pronounce it challoo..but it's a wrong pronoun cation.

back to the answer of your question.

Tilak represents feet of lord and chandalo represents the head of devotee. so when we do tilak chandalo..we show the bond between Lord and Devotee. more like I surrender myself to the feet of lord.
