Yes, it's traditional to Tuva, Mongolia, but also in Altai, Khakassia and some other places. However, this particular performance is a "cover" of a song by the late, great Tuvan singer Gennadi Tumat, which evidently the members of Egshiglen heard on the radio. This is documented by van Tongeren.

Cannot understand for which reason so many people become harshly, when discussing this question. I love Mongolia. Yeah, what's up with choir people advocating that one should avoid any and all activities stressful to the voice? You aren't gonig to USE UP your voice, you weirdos! To exercise the voice makes it stronger, and I know this from experience.

Khoomei is NOT destructive to the vocal apparatus. Only when done improperly can it cause damage. This type of throat singing is found MAINLY in TUVA. Tuva is part of the russian federation and borders Mongolia. Throat singing is found in Mongolia, but only in the wester part I believe. It is mainly a Tuvan thing.

My friend.. I said MAINLY in Tuva. And that is indeed the truth. Over 70% of the Tuvan male population are throat singers. Check the facts :)
