this makes no sence this is 20 years befour the halo event, in halo 1 hes a golden elite. that means he was brung back to life and promoted. what the hell?

@MrJackjack691 No, because the Arbiter is a rank not a person. So the death of THIS Arbiter has nothing to do with Thel 'Vadamee becoming the Arbiter later on in history. In Halo 2 they explain how the role of Arbiter has been filled with many great Elite but all have died. So when one dies, they just find another one to take his place.
