if I had to take a guess myself I would say possible a 360 degree camera? it also has wires leading towards the cameras possibly it's a wireless antenna for the cameras?
I've seen similar shaped things for satellite TV boxes for remote controls
Posted is not giving us enough info. on the ob. Something to atract atention seems reasonable. Just climb up the pole and snip it off. Then take apart and post a new video.
Brainwave Frequency Mind Control. Radionics of some kind, do an ebay search. If it's in plain view like it is, chances are that's what it is. Subconciously the mind will have more trouble realizing such a thing exists if it's right there in plain site.
My wife suspects that it is an indicator that the system is working. Her comments was, "I can look up and easily see that the solar panel is generating power." Sounds good to me.

Well, it could be a defecation deflector. If a gull or pigeon were to sit on top of the light, they might otherwise poop on the solar panel.
Of course, it might also be a macguffin to get people to look up at the security camera to aid the gub'mints secret facial recognition program.
