This is the first comment I've ever responded to -- I make it a rule not to, but since you asked two excellent questions, here are the answers: TRITM was produced using Maxon's Cinema 4-d software on a Mac G4. A 3-d animation application, I simply assembled the characters using 2d shapes with a woodgrain surface for the living characters (just flat color for the backgrounds). The frame rate is 30 fps. The resolution is 720x574 NTSC.

(or is it computer done rather then done with cut-out animation)
