When Mr Howard stood for his first term he made this comment about the GST, and he followed through - he didn't introduce one then. When he was standing for his second term, he went to the election openly backing a GST; I can remember thinking it was risky (as one of his supporters). I needn't have worried, since the ALP fielded Mr Latham; Mr Howard with a GST was self-evidently preferable to Mr Latham without a GST!
