Then send the groups out to demand change ect . Old old ancient science well understood by the elites and it works everytime if you run the formula in the correct order .. What they want is a return to gulags and mass graves for collectives they dont like. While murdering and enslaving people they will also require taxes from those same people in order to fund a revolutionary state.
