According to the Google Earth website, the current version that's available here is only 5.0 (beta) as well. So I don't appear to have access to any additional functionality than you.
Also I just took another look and realised that I can't see much ocean movement on my current machine either. This particular screencast was done at work on a higher spec machine with a better graphics card. I suspect this may be the reason you can't see the additional graphical elements.

can you better understand what I mean when you see the video, so we can reach conclusions more concrete

Also, just to confirm - do you have the Terrain option enabled? If you look at the Layers area at the bottom of the side, Terrain is the very last tick box.
Well I have 5.0 and I have been trying to get under water. I have the ocean layer checked and I went into View and Ocean Surface has a check next to it. I went to Hawii and my ocean is not like yours it's the dark blue bumpy ocean! Help me!
I've noticed that as well. It appears as though only certain regions are currently configured to support the submarine browsing. For the rest of them you'll try to pan down and go underwater and it just gets flat.
I imagine this will improve over time as they expand the list of regions with this option, and people start adding content via geolocation (e.g. images taken underwater, wikipedia articles, etc.) I'll keep looking and report back.
Also, if you could take a screen shot and post a link here it will help us gain an idea of what you're seeing and whether this is just the way it is with GE at the moment or if there's perhaps something else going on.
There are controls in the upper-right corner of GE. They're greyed out most of the time, however hovering over them activates them. Use the slider to move closer or farther away.
The circle with the hand to move N, S, E & W, the circle with the eye to look around. Zooming in in areas that support submarine browsing will eventually take you under water.
If the image goes flat rather than underwater I've assumed it means the region does support underwater browsing yet.

FYI - I've just recorded a clip covering the basics of GE navigation called "Navigating around Google Earth", so look for it in my video options.
