If it was a nuclear explosion, it would have to have been done high in the atmosphere, otherwise the video would also show significant devastation from the shock wave.

However, if it were high in the atmosphere, the Electromagnetic bombardment would have knocked out all the lights. Upper atmospheric nuclear detonations have a much greater EMP imact.
