It was after KOTR where he was given promo time more often and was able to talk for himself where he slowly started to take off. The face/heel format is also not the same as it was back then, since today, everyone loves the heel and it's the 'cool' thing to like the heel. Back then, it was still somewhat of a 'no no' to root for the heel
