It was old. It was brick. But it was not a slum. It housed low-income single men of all ages and was an important part of their social support system.
I think it's more about the economics of the process. Certain housing types should be harder to destoy (ie more costly to get the permission)...make it harder to be profitable on the future project that would replace it.
From an architectural or aesthetic stand point, it doesn't seem like a great loss - an old brick slum.
