Since the grenade launcher wasn't even in any of the levels, they had not reason why to pack extra stuff.

They didn't give the grenade launcher a texture nor a bullet model and texture.

No this is not a beta skin, Valve implemented the gun in, but took the textures out and the bullet model. Pink and black checkers only appear on missing textures and ERROR only appears on missing models.
