I know this bike; it's a Gekko. But with the motor welded into the frame like that; does the bike still fold up? Also, where are the little roller wheels for rolling it folded?

Yes sir, indeed it's a Gecko folding bike. The bike still folds up, that's the reason why the motor was off centered or the pedals are far off 6 inch from the center. The roller wheels for folding was missing and misplaced but still can be folded.
