I like how this song really hits home that Potemkin is a good lane control character with strong anti-airs. He has some crazy air juggles hence "it's up to them to touch back down". Approaching him also tends to get you punched or shot with one of his interrupting pews, hence, "the right of way is the game we play".

If I remember correctly, he wears that collar as symbolism of his slave days, but also because it serves as some sort of limiter to his own power. If he took it off, every move he takes would be like his instant kill, too much power to be controlled meaning mass destruction.
