Except for war, only China has the power to make North Korea do anything, and the only way to get China to use this pressure is to have the Japs at least go through the motions of saying that if the Noko's have nukes, then they have no choice but to rearm and build nukes too. Then China will move.

The only reason why the North ever wants talks is to buy time. They talk about needing talks, then talk about what the talks will talk about, then about who will sit where at the talks, then they talk and pretend like they're on board, but, surprise, surprise, before they have to come through with their part of the bargain, they'll make an excuse, claim that some leader in the South, or Japan or the US, offended them, and we're back to square one--meanwhile, they build more nukes.
