Depends on definition. In a straight up fight, she CAN'T win. Ever.

Mantle nulls any of her attacks, and even if it didn't, he has the def/res to shrug of her attacks with 3 damage or so.

Add the fact that his speed is high enough to double chiki and he rapes her.

But she is usable by your team, making her a better unit- for us.

It's true... if someone hacks Fire Emblem 7 and turns one of their units into a dragon, the description for the "Fire Breath" says, "For Mamkoot only!" So...ya. Kinda makes me wonder if the Japanese version of FE8 has "Mamkuto" (mamkute) instead of "Manakito." (manakete).
