He didn't use a wii, notice how the icon a a traditional mouse icon, not the wii finger/hand icon. Its some program he downloaded that lets you create miis on a pc, then transfer to the wii.

No. It isn't a download, it is a website. Yes, it emulates the mii channel but you cannot transfer them over to the wii unless you copy how you did them on there and do it on the wii.
