The stimulus money was mostly contracted out to private companies to do whatever with, not really ran by the government itself. There's nothing inconsistent with this. What Arnie is saying is that government sucks at running things... that being they case if they just hand the money of the taxpayers over then those who are more competent can spend it properly.
As for Arnold being the government in california, he was talking about the federal prison system fool. He as state governor cannot simply take over the federally run prisons in his state. Its called federalism fool.

They need it to pay for their "privatization". Like the privatization of military - how's that working out? A lot of these free enterprises are not free but are supported by taxpayers, but without taxpayers oversight.

When Arnie or any conservatives talk about government failing at everything they are not talking about things like police, etc. Government has a role to play but certain things it is poor at. Government interference will eventually degrade the cost and quality of that it provides because it forever subsidises it's programs hence removing the incentive to be efficient.
