@xXMFD - yes. you need to join the stormcloaks to fix this bug. galmar used to be locked and not let you, but with the patch he will continue "Joining the Stormcloaks" quest. Once you finish that quest, Ulfric will talk to you and allow you to continue with "Season Unending"

FOUND A WAY AROUND THE GLITCH - If you talk to Urflic he'll tell you to talk to someone about joining a side. End the conversation with Urflic then begin a new conversation with him and he talk to you about the Grey Beards and you can continue the quest.
The issue that you are experiencing is a known issue and we are working diligently to fix it in upcoming patches. Unfortunately at this time we do not have an ETA on when the next patch will be deployed. Aside from loading a previous save file prior to reaching that point in the quest and trying again, the best thing to do at this point would be to keep an eye on our forums, as this is the best source of information for emerging issues and patch information.

@MrHotdog32 - hopefully, they search when they get the bug but happened to HAVE a save already they can roll back to. I find a lot of people don't know why this happens and need to know they must proceed in the civil war first.

think i may have found a way... it's not ideal but then again neithers loading a save and losing 30+ hours of gametime after it happened. I got asked to kill paarthurnax by delphine/esborn and i read that if you kill him before season unending has been completed, the greybeards will refuse to hold the council and you will have to start the civil war questline instead. I haven't tried it yet so i don't know if it will work but i'm gonna try now.
i rly fukin hope this gets patched because i started the join the stormcloaks quest at very early level and got the afar in the main quest around level 20-30 so i wasnt going to go back to an old save to fix this. I really hope this gets patched because its incredibly frustrating

I cleared Gallows Rock but have to go back to do " Family Heirloom" every time I try to open the door my Xbox freezes, every time Na The Companions won't give another quest till that ones done so I can't finish the Companions Questline. Ok guys here gose, if you like myself got suck on doing the fallen main mission here is the solution.
1.If you have tried to speek to ether Genral Tullius or Ulfric Stormcloak your now stuck and cant go forward with the fallen mission.
2.If you have a save point before this go back to this one and look for the mission THE JAGGED CROWN go complete this one first, and you will be able to go forward with the FALLEN MAIN MISSION.... Goood lcuk
What's the solution if you have both join the legion and join the stormcloak quests in your log? I failed save at the right time but the wrong time and I'm stuck. For some reason, after trying to "resetquest" I get no progress at all from anyone involved in the truce and both the jarl or the general. xD
@terminator94zozo - you can't do the fallen until you have either finished the civil war, or done season unending.
do the civil war at least past the jagged crown before starting this. i suggest doing the ENTIRE civil war before starting this, so you can also get the 'war hero' achievement.
i'm playing on the xbox and i accidentally called odavinn in the wrong spot and he got stuck in the ground anyone else have this bug because i do not want to restart. i thought it wasn't a problem at first so i did other quests but i'm work on daedric artifacts and one requires you to alk to jarl of whiterun so i can't get that artifact either

@paintedD26 - are you on the PC? if you are on the PC there are some workarounds. If you are not, you'll have to restart the game or wait for a patch (could be weeks).
@TheNathanQaz - you have to roll back your save or wait for a patch. there are no promises it will be fixed in the next one. eat the lost time. better than a broken playthrough.
@ThePingling - there will be a patch. the question is how long will it take. the next one is slated for mid-jan but they have not confirmed which quest bugs will be addressed.
PC players - turn on the console and type "Resetquest MQ302" to reset the joint the stormcloaks stage flags and remove the quest conflict. ...Thumbs up so everyone see this

I am already part of the Stormcloaks but I don't have the saves from way back when I first started those two quests. I did a billion other quests because of the bug. So what can I do? I already joined the Stormcloaks but how do I progress further? I can't becuase of that bug. I was level like 20 then, and I am level 36 now. I don't want to restart D:

@TannerDavidson JUST play out the war, kill the ice wraith, report back to Ulric and his commander, then continue on invading Winterhold and the Jarl will submit to the unrelenting beat down lol and you'll have taken out the middle man, go to Tullius and ask him for his acceptance to the peace council then back to Ulric, do the same both will agree, bada bing, its done. --- IF you have already started up until the truce part? Hopefully, you can go back alil just before the truce.
What if you didn't save before starting "The Fallen"? :( I killed the Ice Wraith, but I'm running into the same problem: the Jarl tells me to speak to Galmar, and Galmar just says "I don't know how you convinced... blah blah" Please help. :( I already spoke to Tullius.

I regreted it but the way to fix this is by joining the imperial legion :( (not 100% confirmed if works) yeah im pretty sure everyone stuck in this situation wanted to be an underdog but sometimes change is moving forward. PS i suggest you have a back up save of being a sotrmcloak :)

I cleared Gallows Rock but have to go back to do " Family Heirloom" every time I try to open the door my Xbox freezes, every time Na The Companions won't give another quest till that ones done so I can't finish the Companions Questline. Trying to do "The Fallen but Gen. Tillius won't give the dialogue about going to the peace talks, Ulfrum does and agrees to go so I can't finish that Main Quest. Contacted Bethesda, they said to contact Microsoft about my Xbox, game plays fine otherwise

If you have accepted the Jagged crown mission make sure you finish that one first before attempting to talk to Ulfric or the general.

Ok guys here gose, if you like myself got suck on doing the fallen main mission here is the solution.
1.If you have tried to speek to ether Genral Tullius or Ulfric Stormcloak your now stuck and cant go forward with the fallen mission.
2.If you have a save point before this go back to this one and look for the mission THE JAGGED CROWN go complete this one first, and you will be able to go forward with the FALLEN MAIN MISSION.... Goood lcuk

What's the solution if you have both join the legion and join the stormcloak quests in your log? I failed save at the right time but the wrong time and I'm stuck. For some reason, after trying to "resetquest" I get no progress at all from anyone involved in the truce and both the jarl or the general. xD

@terminator94zozo - you can't do the fallen until you have either finished the civil war, or done season unending.
do the civil war at least past the jagged crown before starting this. i suggest doing the ENTIRE civil war before starting this, so you can also get the 'war hero' achievement.

i'm playing on the xbox and i accidentally called odavinn in the wrong spot and he got stuck in the ground anyone else have this bug because i do not want to restart. i thought it wasn't a problem at first so i did other quests but i'm work on daedric artifacts and one requires you to alk to jarl of whiterun so i can't get that artifact either

LOAD A GAME BEFORE YOU KILLED THE ICE WRAITH TO JOIN THE STORMCLOAKS
THEN KILL THE ICE WRAITH AND RETURN TO ULFRIC AND GALMOR
THEY WILL BE IN CONVERSATION
DONT TRY AND TALK TO GALMOR, REPEATEDLY TAP A NEXT TO ULFRIC AND BOOM
YOU'RE IN TALKING WITH HIM ABOUT THE COUNCIL MEETING

I am already part of the Stormcloaks but I don't have the saves from way back when I first started those two quests. I did a billion other quests because of the bug. So what can I do? I already joined the Stormcloaks but how do I progress further? I can't becuase of that bug. I was level like 20 then, and I am level 36 now. I don't want to restart D:

@TannerDavidson JUST play out the war, kill the ice wraith, report back to Ulric and his commander, then continue on invading Winterhold and the Jarl will submit to the unrelenting beat down lol and you'll have taken out the middle man, go to Tullius and ask him for his acceptance to the peace council then back to Ulric, do the same both will agree, bada bing, its done. --- IF you have already started up until the truce part? Hopefully, you can go back alil just before the truce.

I regreted it but the way to fix this is by joining the imperial legion :( (not 100% confirmed if works) yeah im pretty sure everyone stuck in this situation wanted to be an underdog but sometimes change is moving forward. PS i suggest you have a back up save of being a sotrmcloak :)
