if i dont have a sample library, i only have the sounds content from sibelius can i still map the same way?

I installed sibelius 7 with sibelius 7 sounds

In the map of Avid now I have sibelius 7 and Sibelius Sounds folders

Only with one problem, Sibelius can't find the library

in sibelius 7 playback devices: I can see Sibelius 7 sounds

active devices: I coose: Sibelius player/ sound set: Sibelius 7 sounds

manual sound set/ device: sibelius player

sound set: sibelius 7 sound

the rest of the screen is in grey and I can't choose: use manual sound set.

What am I doing wrong. please help
