Operation Northwoods remained secret until 2002? NO COMPARISON TO 9/11 IN THE LEAST! Operation Northwoods was a SCENARIO that was NEVER implemented. Only a handful of people EVER knew anything about it until it was released in 1997. You can probably count the number of people privy to this knowledge prior to 1997 on your fingers and a few toes. A mentally stable person can see that it isn't comparable to the number of people who would have dangerous knowledge of a 9/11 conspiracy.
