No. It is university policy. My medical school is MUCH smaller than UCLA and requires ID's at multiple levels (door, 2nd floor, classrooms, anatomy labs). Even the university center where the pool & gym are require ID. It is just that simple. Carry your ID if they are required. If you don't have it. Follow the procedure or go home.

The video I have seen does not show him handcuffed on the ground. The legal basis of this situation is "resisting arrest." And subduing a perp using less-lethal means is standard practice. ANY person in ANY society should recognize that fighting with the local police is very dumb. Did they overreact? I don't know. Would need context outside the posted video.

You call him a "perp" like he's some kind of criminal, but even if he was resisting arrest (it was unclear from the video exactly how much he was resisting, but anyway) that doesn't mean he's some animal that suddenly loses all claims to any human rights.

Of course he does not lose his rights. Nor does he gain any. Once the police have decided to affect the arrest, he is a "perp" in their eyes. Their JOB at that time is to complete the arrest with minimal harm. This person chose to resist, and paid for it. The crowd was of no help, because as the perceived danger to the police (outnumbered 20 to 1) increases, the force used to subdue will increase. The mature response is to cooperate and take the subject up with the judge.
