Those hand signs are just to focus her chakra. Neji already mastered his Byakugan and doesn't need to make the hand signs. So basically this video should be titled: "How to focus your chakra because you are weaker then Neji".

She doesnt need to perform that everytime, she performs those seals to increase her chakra flow. byakugan only needs the last seal: tiger/snake.(dont judge the last seal, i call it that way)

Hinata actually becomes much stronger. She now uses either one or two fingers, when performng or using the byakugan. And since she only could do so much, being as though she trained herself the majority of the time.

Also when she gets beat by neji, and fights him, she showed considerable skill. SHe's not all that weak you know.
