This is cold air, punching through a warmer cloud. It turns the moisture into ice crystals, which then fall in unison out of the remaining cloud. you can see it falling. i saw them once in Chicago in November and one spot cause a hole every 5-10 minutes as the clouds moved along so there were actually about 5 or 6 of these in a line ranging from a circular to oval shape. Very strange looking though, but no multi-colored lights.
