You need a AppLocale Batch. I'll PM it you, and it should work

Hmmm did you place the stuff from the batch file in the alibat directory already? if so, try clicking the file called alibat.bat instead of the exe. after several seconds it should start.

Control Panel - Regional and Language Options, make the Standards and formats into Japanese. This will allow the game to work. If you find other games not working or setups coming up in japanese just go back to the Regional and language options and put it back to the language which you use.
