Bowie, Springsteen and came to Cleveland to test the waters on what would sell, what worked in Cleveland work every where. The change of events in the radio industry has effected all phases of Rock. Presumably, Ian dedicated it to Alan Freed, the Cleveland DJ who first started playing (and coining the phrase) rock and roll back in 1951. This would also be the reason why the Rock N Roll Hall of Fame is in Cleveland.
