Its only when there in small groups such as 3-4, then they get aggresive. Even if they where in a small group of 3-4, they still would not go for the tetras, Now if it was something like a crown tail betta, thats a different story Lol.

do tiger barbs school together no matter what size they are? i've got 5 juvies probably just under an inch long and was thinking of getting 2 or 3 bigger ones soon will they get along ok?

@stephen4715 yea, they'll school together no matter what size, but you should have at least 10. they usually have a pecking order, so whoever the dominant one will be, there should be enough tankmates to spread out the aggression. If there's not enough fish in the school, 1 or 2 fish will get most of abuse from the boss.
