Without cheats/hacking? You can't. You CAN play Pokemon Emerald 386, but you'd have to use the VBA to play it. Also, if you already have the VBA, you can download Advance Map and change the Wild Pokemon on one route to a Charmander and catch it. PM me if you need more in depth help.

for a charmander you have to trade with FR or LG and for a salamence you have to catch a bagon and evolve it to a slamence. The bagon is in meteor falls.

Steven was easy I think. I only had to use my Kyogre between lv 48 - 50 (don't remember exactly) to beat all of his Pokemon. Just do a water attack on all his Pokemons and an ice attack on Skarmory.
